‘Alligator Alcatraz’ put detainees in metal cages labeled ‘calming areas,’ watchdog finds

A federal watchdog report has uncovered disturbing conditions at a now-shuttered Florida detention center nicknamed Alligator Alcatraz, revealing that dozens of immigrant detainees were confined in tiny metal cages. These enclosures, measuring roughly four feet by four feet, were described by facility staff as calming areas intended to help detainees de-escalate. However, the Department of Homeland Security inspector general noted that such restrictive spaces are highly unconventional and do not align with standards for humane treatment, marking a practice unlike anything previously observed in ICE facilities.

The investigation found that nearly 80 people were held in these metal boxes for periods ranging from several minutes up to two hours. While staff claimed some detainees requested to go into the enclosures, inspectors discovered evidence that the cages may have been used as tools for discipline. This revelation adds to a broader pattern of neglect detailed in the thirty-four page report, which describes overcrowded windowless housing units and failures regarding basic medical services and personal hygiene. Detainees reported lacking consistent access to clean drinking water and described shower facilities that were infested with insects.

Established quickly on the runway of the Dade-Collier Training and Transition Airport during an immigration crackdown, the facility drew intense criticism from lawmakers and human rights groups long before it closed in June. Despite visits from high ranking officials including former President Donald Trump and Governor Ron DeSantis, critics warned that those inside were subjected to sweltering heat and meager meals. While Immigration and Customs Enforcement officials once defended the site as having higher standards than many American prisons, the inspector general found multiple violations concerning food service and living space requirements.

In the wake of these findings, a jurisdictional dispute has emerged between state and federal authorities. The Department of Homeland Security asserted that Florida maintained authority over daily operations at Alligator Alcatraz, while simultaneously acknowledging that any facility housing ICE detainees must follow federal standards. Because the center has since ceased operations, the inspector general’s specific recommendations for improvement were closed without implementation, leaving questions unanswered about how such extreme measures were permitted in a government-sanctioned facility.
