Britain faces unprecedented surge in hostile state activity and AI risks

October 14, 2026 2 min read

The United Kingdom is currently dedicating more resources to fighting off foreign state threats than it did during the height of the Cold War, according to the head of MI5. Speaking at his annual address in London, Sir Ken McCallum revealed that threats from adversarial nations have quadrupled over the last ten years. While Russia remains the primary aggressor, engaging in hybrid warfare through cyber attacks and disinformation, Sir Ken noted a significant rise in aggression linked to Iran, specifically targeting military installations and Jewish communities.

The landscape of national security has shifted dramatically, with countermeasures against state actors now operating on roughly the same scale as counter-terrorism efforts. Sir Ken argued that Russia’s reliance on paid criminals and proxies suggests a weakening of its traditional espionage capabilities following nearly a thousand expulsions of diplomats since the invasion of Ukraine. However, he cautioned that these tactics are designed to destabilize European societies without triggering a conventional military conflict with Nato.

Beyond geopolitical rivalries, the emergence of artificial intelligence has introduced a volatile new variable into the security equation. The intelligence chief warned that AI is supercharging the battle between hackers and defenders and providing extremists with tools to refine reconnaissance or enhance drone strikes. Most concerningly, he highlighted the potential for AI to help bad actors develop biological weapons or create hyper-personalized propaganda used for radicalization. To combat this, MI5 has established a dedicated AI Threat Assessment Centre to distinguish genuine dangers from mere hype.

Domestic stability is also under pressure from an increase in extreme right-wing terrorism, which Sir Ken observed tends to attract younger individuals via internet radicalization. This trend was illustrated by a recent case involving a thirteen year old whose investigation helped an international partner thwart a lethal attack abroad. Between these homegrown threats and the sophisticated maneuvers of foreign powers, the agency maintains that those attempting to sow chaos on British streets will face an unflinching response from the state.
